Electric Vehicles & Charging Stations for Disadvantaged Communities
Working collaboratively with the California Black Chamber of Commerce and the California Urban Leagues (Los Angeles, Sacramento and San Diego), LULA seeks to assist disadvantaged communities participate in the global climate change efforts of having more electric vehicles on the road.
It’s a multi-pronged effort with disadvantaged communities: funding, trust and accessibility. Funding for most projects in disadvantaged communities is sparse at best and often it’s a trade-off of making tough decisions of what funding to pursue. Qualifying financially to purchase or lease an electric vehicle is the biggest barrier to access for disadvantaged community members. And due to the relatively new technology, coupled with the lack of exposure in disadvantaged communities, there is a trust issue that electric vehicles will get drivers to their destination without the battery losing power.
An incentive program for new electric vehicles is needed for disadvantaged communities. For most, electric vehicles are out of reach financially. We hope to work with electric vehicle manufacturers, dealerships, Caltrans, the Governor’s Office and global climate change organizations to develop a public-private partnership to incentivize disadvantage communities to buy or lease electric vehicles. Electric vehicle charging stations will be a welcome addition to disadvantaged communities and would serve several purposes.

Charging stations will include:
- Three charging stations
- Solar canopies to shade cars while charging and to power charging stations
- Solar net-zero benches equipped with all-weather electrical outlets for powering personal devices while waiting for car batteries to charge
- Free community library box to share books in partnership with established public libraries
- Designate charging stations as a ride-sharing / ride-hailing hub
- Jump bicycles for rent on site to promote human powered transportation
